Can dealers change a sale price?

I was looking at a 2012 Kia Cerato advertised at a local dealer listed on their website for $11,990. I rang to inquire whether, with a trade-in; they could do a change over price of $10,000, which is our budget. After a couple of days without hearing anything back from the dealer, I have noticed that the price has been increased to $12,990. Is this allowable?

29 Jan 2016I don’t see any reason why it shouldn’t be allowable, the price could have been a sale price for a period of time, and went up when the offer finished.
