Coughing Hyundai Lantra

My 1999 Hyundai Lantra coughs and splutters before the motor finally starts. I?ve installed a new battery, a new starter motor, clean fuel, new spark plug leads, but it still does it. What is the problem?

The battery won’t affect it, neither will the starter motor, but new leads and fresh fuel are always worth doing. You could also replace the spark plugs and the coil, and perhaps check the crank angle sensor.
