Good second-hand car for $20,000?

I'm buying a car for my mum, who is 65. She wants a good, reliable, small to medium-sized car, new or second-hand. What do you recommend that is good to drive, safe and reliable? We can spend up to $20,000.

I'm doing the same thing with my mother-in-law. A new car will be best with great value and excellent warranties. The three cars she needs to drive are the Honda Jazz, Mazda2 and Volkswagen Polo. All three get The Tick so go for her personal favourite. I'd go for the Jazz.
