Is it necessary to replace the head gasket when replacing the timing belt, tensioner and idler pulleys in a 2002 JS Holden Vectra with manual transmission at the 120,000 km logbook service? The rocker cover gasket was also replaced at the same service, owing to an oil leak.

No, there is no need to do the head gasket while replacing the timing belt, that would have been done for some other reason.
