As it is an intermittent problem it’s hard to be definitive, but I would suggest you look at the fuel system, and check for a faulty electrical connection that could affect the operation of the fuel pump or injectors.

Cancelling ESP light in Epica?

That it can't be cancelled suggests that there could be a problem with then ESP system, so before you attempt to turn the light off you should have a dealer check it for you. If there's no problem the dealer will be able to reset the warning light for you.

City driving and fuel consumption

The average city consumption is around 9.2 L/100 km, less than you're experiencing, but probably within the ballpark. Diesels are at their best at constant speed, which is why the highway consumption is so low, but they're not that special in the city where you're constantly accelerating and slowing.
