Ford Falcon: Buying for less than $3000
With such a low budget your choices are very limited. The best you could hope for would be a BF/BFII XT six-cylinder sedan. Shop around and choose the car in the best condition, with the lowest kilometres, and a solid service history.
Does tyre pressure alter the speedo?
The extra air will make the tyre circumference a tiny amount larger but it will make such a marginal difference to the speedo reading that you won’t notice.

Falcon wagon vs Territory SUV
I can well understand why you would want to get out of the BMW and into something more reliable. I would urge you to avoid the Territory; the early models have problems with suspensions that will be ongoing for the life of the vehicle. I would certainly go for the Falcon, but would again urge you to go for a BF Series II, which is a much better car than the BF. If you wanted another car to look at I would suggest a Subaru Liberty wagon.
Ford Falcon 2006: Tyre troubles
Alloy wheels do go out of round without necessarily hitting kerbs. I would swap the wheels from side to side and see if there is any improvement, you could also dismount the tyres and reposition them on the rims, and have them balanced at another tyre outlet, you could also approach the tyre manufacturer for help.

You've done the things that would normally be done when a car comes in with this sort of complaint, that is servicing the transmission and installing a new 2-3 shift solenoid. If that hasn't fixed it the next step would be to delve inside and rebuild it. It's unlikely to be a computer glitch, but perhaps the error code could help tell you what the issue is.
